Private courier companies have been ignoring this regulation for decades already and they will carry on ignoring it no matter what SAPO says or does. Good luck trying to enforce this. I very much doubt any private courier company is even concerned about this.

The private courier industry is a multi-billion rand industry in South Africa. There is no way that they are going to just roll over and accept this.
