While I realise that Jnb is part of South Africa in this case it's a matter of don't make your problems mine because the problem is there, not here, or anywhere else.

He said the disruption stemmed from an expired contract with a service provider, rather than the municipality simply running out of stationery or other supplies.

So incompetence across the board?

He said the previous service provider had been expected to continue supporting the city until the new contract came into effect, but that arrangement did not materialise as anticipated.

I don't blame the service provider for reneging on an agreement. My company is also a service provider to COJ and they haven't paid us in months, leading to a suspension of services.
