That right there is all you need to know to realize this was only ever another phase in an ongoing future looting plan.
They knew if they allowed credits over and above one's usage there'd be a potential "out" for some people in the future who wanted to offset the insane grid tariffs they're planning for solar users.

Now they're forced to implement high grid tariffs for everyone, which is a much harder sell.

I really do not see any benefit to remaining tied to the grid at this point, better to provision for your needs and then go off grid completely which is still possible in Eskom direct land.

No, you're not understanding what it's saying.
It's saying if you export during standard use time, you can only offset standard use time with the amount exported. You can't offset peak period with standard period export.
