South Africa’s rand should be R16 against the United States dollar

Getting tired of these articles "I could have been a contender", well you are not and you never will be, get used to it.

Not sure, but I think AGOA is not that heavily influential. It will be sad to lose it though.
Seems I am wrong:

Ramaphosa's refusal to negotiate with the USA could cost South Africa AGOA status and therefore lead to the loss of at least 250,000 jobs. It's unfortunate that he once again didn't choose to put South Africa first.

We will hear by 1 November if it will be revoked, that is the annual review, it is expiring in December 2028.

I thought it was supposed to be like R10 to the dollar

It depends if you mean purchasing power parity, or The Economist Big Mac index. See: https://en.wikipedia.org/wiki/Big_Mac_Index

Google:
The Economist's Big Mac Index, a Big Mac costs $6.22 in the United States and R56.90 in South Africa. This implies a purchasing power parity (PPP) exchange rate of roughly R9.15 to the US dollar, compared to an actual market exchange rate near R16.32.
