Internet service providers and network operators must get black owners in South Africa

What happens if you don't renew and you're "not compliant"?
My guess is f*kol.
In the case of big ones like WebAfrica and AfriFail, they'll make an example of them, we'll wake up one morning to a Declan Thompson artikel here about how they were raided and blocked from doing business.

This is the issue I have with this country (or the upside of it)
People think this can actually happen, and while it's not impossible, it'll require these fat f**ing pigs to get of their a**es and do something. I mean, even metro police don't have money to refill their bakkies these days.

It's all a smokescreen and we're the fools 'cause we do their fearmongering for them.
A collective "f**k off" can solve a huge amount of our problems.

Smokescreen or not, the ANC likes to make an example of companies. They'll do it via ICASA of course. Just one ISP to make an example of. SA business is a scaredy cat, scared of SARS and to a lesser degree, this. All it will take is one example and every ISP including AfriFail and OctoFail will all gain a cadre on their board of directors. Even Cloudy might find himself re-employed instantly.
