South Africa’s richest province spent R119 million on an e-panic button programme that only distributed 2,000 devices which cost R908.50 each

What is supposed to happen if you press the button? Do you instantly stop panicking?

You panic a bit more cos they phone you and then you have to try explain to someone where you are and they'll get it wrong.

3 million for the panic buttons.

116 Million stolen.

It seems to be the norm

your maths is optimistic - 2000 devices at under R1000 each is just under 2 million (1.817 million as per the quoted prices in fact) spent and 117 million stolen (the extra million plus other small change could have been a Mercedes Benz or BMW for someone there)
