You are on the money Lerato.
What you are describing is the "last supper" syndrome - and the water mafia is its perfect instrument right now.
Every election cycle, when the administration is about to change, you get two types of opportunists feeding off the same dry tap:
The Administrative Opportunist
They know they might be out. So they have to "eat quick" as you said. What is the fastest, least traceable way? Create a crisis. Approve emergency tankers worth millions in a week, no council approval, no tender. Approve inflated quotes. By the time the new administration does forensic audits, the money is gone and the trucks are gone.
Then you also get The Political Opportunist.
They also need the crisis. A dry community is an angry community, and an angry community is easy to mobilise. So a politician will be seen on the ground "fighting for water" - hiring private tankers with his own branding, while behind the scenes blocking the long-term fix because the crisis is his campaign.
So the water mafia is not just criminals with tankers. It's a triangle:
Municipal officials who control the valves + tanker suppliers who get the cash + politicians who get the votes from the misfortune.
The pipes only get fixed when that triangle is broken. Otherwise, every 5 years we restart the same drought, just with new faces.
So Lerato, you nailed it - it's not about water scarcity, it's about scarcity being a business model before elections.
