It will never happen. SARS is not in a position to tax households and municipalities can barely collect the rates and taxes they already are responsible for. Good luck with that.

Household tax was just a name they used; they specified that SARS should collect it so it is in fact an individual tax every single person will pay and not a single fee every homehold would pay.

I don't think anybody has even thought through how SARS would collect a household tax. SARS can only tax individuals, trusts, partnerships and companies. It has zero capability to tax a household. How would that even work? If you have 5 adults living in house, who do you tax? The only entities in the country that are in a position to tax households are municipalities. The same ones can't even keep the water and electricity running. The same ones that can't pay their Eskom bills or contractors to fix potholes. Now they expect them to collect a tax on the SABC's behalf? And they think they'll actually hand that money over? Dream on.
