uncapped DSL Shaping - Axxess

Anyone else having issues with uncapped DSL? This is now my 7 month in a row of being "managed" (shaped) at one point or another. According Axxess support staff I spoke to last night 24GB (not p2p in this case) is too much on a 6mb uncapped account.
