Connect to HotSpot Shield or similar via Wifi

Hi, I want to have a USA IP address for all my pc's and wifi devices. I have seen software like Hotspot shield but they need to be installed on the device itself. Is there anyway to achieve the same result by connecting to a network like Hotspot shield or similar using the wifi router...
