pastel evolution - that budget. Don't know much about SAP (SME Package). Heard good reviews, though. Worth having a look!
 
Microsoft Dynamics AX (used to be called Axapta) worth looking at. But even with solutions such as Accpac you aint gonna get a heck of a lot for R100k.

May be worthwhile to document what you require and why the current system is not meeting your needs.

Been through exactly the same process. Went from Pastel Partner to Accpac.

The key is to have a good VAR/Consultant who will make sure the implementation and migration run smoothly.

The ERP software would depend on the nature of your business, some do manufacturing very well, others do warehouse well etc.
Also not sure if SaaS is something that you would look at in either, if so your software choice would need to take that into account as well.
We narrowed down to 3, Accpac, SAP Business One, Microsoft Navision.
If your business is simple and doesnt require ERP customisation and SaaS is an option look at myERP.com
 
Just re-read and saw your R100k budget. We spent about R70k on the server alone and 10 user Accpac was about R250k if I remember correctly, (it was 4 years ago) I may be wrong excluding implementation and rollout costs. But as Skybound says, you may need to spend that budget on making Pastel Partner work better for you instead of change. The cost of change is massive you will blow your budget before you start.
