DDoS is illegal in most international jurisdictions, and places strain on and causes issues for webhosting companies that mightn't necessarily be in the wrong. ie: it's a dick move that affects more than just the people you're trying to incur your dick move on for their dick movery.
 
Specifically, someone that could give me some advice on how to go about pursuing a copyright violation on a Russian site who's hosting information is kept private by people that aren't getting back to me?

The owners of the site haven't gotten back to me after 3+ days and the person that uploaded my photo there even deleted my first comment asking them why they were using my photo without my permission.

You not ganna have any luck with Russian copyright laws.

Yeah dude im in the ISP world so I know all about it. Just mail their hosting company if you dont want to go the dick movery way and tell them they are hosting copyrighted images, there are normally terms with the ISP that will require them to take the image down.
 
As a follow-up on this, Hetzner AG is, in fact, the host - so again thanks for that info, would've taken me a while to get around to figuring that out.

They've since sent notice to the site owners of copyright infringement and my images have been removed (not sure in which order, as the goodfon people on facebook did contact me). Goodfon did not, however, remove the other images that I pointed them to, seeing as they don't belong to me.

I'm going to continue reverse image searching these photos and informing their owners, though, because even if more of my photos don't get ripped off without credit, someone else's will, and it's only a matter of time before this site begins charging for their 'services'.

I've begun limiting the viewable size of my images on flickr to 1600px on its longest end. That ought to deter sites like goodfon from uploading my images there for computer desktop wallpaper purposes, at least. I've also since realised that the reason my images were downloadable at all was because I forgot to change it back to a more private setting after making wedding photos available for a friend's mom on there. Hopefully I won't make that mistake again...
 
If people ask me for one of my pictures at a given resolution so they can use it as a wallpaper, I'm happy to send it to them. I'm just not happy when my pictures are made freely available with no credit to me by people that didn't ask my permission. If you see something on my flickr photostream, fecesbook, 500px or wherever else you'd like for a desktop wallpaper, just ask and I'll PM a file of the appropriate resolution along.
