We've got an application that sends TCP data to certain ports. I was under the impression that the internetvpn APN will allow this. But with my testing it seems it is blocked as well. So, should it work? If not, which APN do I need to request?

It depends on the direction of the traffic as well as the port numbers.

All unsolicited incoming traffic [i.e. from outside of Vodacom's network] is blocked on both the internet and internetvpn APNs, if the application is sending data from within Vodacom's network then you should not experience a problem unless a firewall rule gets triggered due to using a standard defined port where the type of traffic does not match the standard for traffic via that port.

You probably need to ask v3g for access to the [searchforum]"Unrestricted APN"[/searchforum], but make sure that you use non-standard ports unless the packet data matches the standard definition for the port(s).
