I'm also in PMB and had a similar issue when I was on Openserve, although not quite the same but they would load balance traffic in a way that I would randomly get an extra 5ms depending on which server I was connected to. For example if I pinged 1.1.1.1 I would sometimes get 3ms and sometimes it would be 8ms but it would change every time the router rebooted or PPPoE session reconnected. It would be like this for every single server and it was a gamble whether I would get extra latency or not.
This continued for about a year up until I moved to a different part of PMB which has Vuma as the FNO, and ever since I switched it has been a MUCH better experience. I now always have a stable 4ms to Durban with less than 0.5ms jitter.
Your issue sounds like there's high jitter on Metro's backhaul and I highly doubt they will bother acknowledging it, same as Openserve. I would recommend downloading PingPlotter, it's a lot better for visualizing jitter because it shows a nice graph and you can see how stable the line is.
