Nah it's quite possible, if it motivates the upgrade it means more money for them. To deploy a 4Mbps service vs a 1Gbps service costs them the same.

Mmm, I suppose. What about if a whole street goes 1Gbps though? They'd need to do some backhaul/infrastructure upgrades as well?
 
Doesn't really matter, they have dual dark fibre routes to start with which can easily do 100G on each path via DWDM. And from a switch platform they would rather aggregate more and charge the whole street for 1G lines
