DIY International roaming on cell.
Step 1

Aquire a 24/7 internet connection.
Before you go away, ensure it can be on 24/7 and reconnect in the event of power failure/net disconnection etc. - would require a UPS too.
Step 2

Hook up a Cell phone to a permanent power connection, preferably via the UPS
Step 3

Hook the cellphone speaker and microphone into your computer
Step 4

Write a script to initialise Skype when somebody calls your cellphone. Skype picks up the caller voice because you've hooked the cellphone speaker to your computer and then to whatever Skype user you define, it then dials a Skype number in whatever country your in (which you will have to setup of course)

Here's the clever bit - in whatever country your in, get the cheapest pay-as-you-go cellphone contract, setup your Skype in that country to hook into your cellphone over there.
