Have you considered WordPress ? There are a lot of for themes + most of them are mobi compatible. And be careful Google play doesn't just take any app.... If it looks too much like a mobi site they will reject it

Apple are even more strict with mobi conversions. Rather develop each one separately or just go native

Lol. I tried that and wasted a month of time.... In programming we prefer too reuse something rather than recreate the same thing...... lol. I'm sure there's a law in programming against what you just said ( just joking

haha there should be a law against it!
But if it waste to much time...I will fall back. But at least I tried it then.
