Die and be punished

Wtf? That's the most retarded story I've ever read. Firstly, how on earth can he punish people for something that they cannot control. Secondly, how does he propose punishing dead people? This guy is a nutter.

In madeira there is hardly any room for graves so if you die they burie you for a certain amount of years and then take you out and put someone else in your place. Im guessing but i think its something like 7 years.

That happens to abandoned graves everywhere. Once the plot is no longer
paid for, the cemetery management try to contact the family, if unsuccessful after a certain period of time, the grave is reused.
The remains are buried in a communal grave. Such graves
are usually very old with usually no relatives left to pay rent/maintain the grave.
