Does Rain throttle Microsoft downloads?

I've been monitoring the download speed when updating Windows and downloading games from the Windows/Xbox store, the speed does not exceed 1.2 Mbps. I'm almost certain that I'm being throttled. Does anyone else experience the same issue?

I noticed the same and I have no explanation. The Windows update was downloading at about 1mbps, but a speed test and other test downloads at the time were much faster. Something doesn't add up...

Exactly, we a need a list of sites that are being throttled. VPN is also throttled!
