Why has the long cable got 2 usb plugs on the computer end? and the short cable only has one?
 
I think the 2 plugs on the computer end is so that the modem can draw more power from the USB ports to feed the modem.

Yup, some computers, especially notebooks, are unable to supply enough current to feed the E220 from a single USB port, so the second USB plug (normally marked 'Power') supplies additional current.
