Other rumours state that the 2070 is faster than the Titan XP. Faster at what remains to be seen, though.

@OP: be patient. Wait for the reviews to come out before pulling the trigger. If you've survived through the 2.5 years of the 10 series with a 960, you can afford to wait a month or so longer. And yes, 1070/80/80ti's will drop in price drastically.

I'm currently rocking a GTX970 I bought back in 2015 and I still haven't seriously considered upgrading.

Unless Navi can provide some bang for buck against the 10 series, I also don't see the 10x cards dropping in price. Nvidia is going to own the high-end segment for at least the next six months or so.

The 4k HDR numbers are not using ray tracing... it's traditional rasterised stuff.

I don't know much about what a 1080 or 1080 Ti do at 4k...not paid attention to it.
