Google Play Store vs. Google Play services - what's the difference?

I'm not sure I understand what the difference is between Google Play Store and Google Play services?

Store - Download stuff
Service - Connect stuff

Many app and games uses Google play services to connect to your Google account for saving games and info.
Also for updates etc

Play store is where you buy/download apps/books/devices.

Play services try to bridge the gap between android versions & app compatibility and various other application related features from Google.

I have restricted the background data on google play services.
Noticed a big gain in battery life.

But that will disable notifications from apps like Telegram and Whatsapp and email not so?
