I have hit a bit of a blank with the following taken off the Telkom DSL Web Site. Windows reporting around 23Kbs equates to around 184Kbs on DSL
What is the difference in Kilobit per second (Kb/s) with regard to the DSL access service upload and download speed and KiloByte per second (KB/s) as indicated when I download files via the Internet?

You have eight Kilobits in one KiloByte (8Kb/s = 1KB/s) therefore if you download a file using Internet Explorer, Windows will report a download speed of say 23 KiloBytes per second and this will translate to 184 Kilobits per second in bandwidth throughput obtained on your DSL access line.
