International Problems - PING, FTP, POP etc

Hi, I am having problems with International Sites that I am trying to access. HTTP is working perfectly, but Ping, FTP, POP etc are not working at all. This has been the case since about 6am this morning. Anyone else having similar problems. I am in Durbanville, Cape Town on a so called 4MB connection with TIA. Thanks!!!!

International ftp seems to be up.
Pinging virtually any international site gives me time out errors (but that is not unusual with IS).
