is sentech using port shaping?

I am convinced that sentech has implemented some sort of port shaping on its network. My speeds on P2P applications are (to sum it up) pathetic!!!. I used to be able to download at 11K+ on average, but now the maximum i can is 2-3k. This is also evident on uploads, i have limited my uploads to 4k and it always used to upload at that, lately it has been uploading between 2-3k.

Is anybody else experiencing this?
 
there is very compelling evidence of this and the problem i suspect is that they do this on the core router so there is a chance to DOS them and take the router out ... i have for a while felt some of the speed problem is to do with badly set up shaping on equipment that can handle it ...
