I think the only way forward here is for government or ICASA to start fixing Telkom prices much lower and demanding certain products be launched, such a 24/7 unmetered access.

We have to compete and some serious business is being lost to neighbouring countries due to data transmission costs.

No, government fixing prices on commodities and services are always a bad thing. Instead, abolish ICASA and repeal all laws regarding communications. Then set up a body which any company (Vodacom, Sentech, Telkom, and others) can join which will establish numbering plans and other agreements how to interconnect the networks.

Indeed. But it also depends on your situation. Deregulation does not appear in the ANC handbook of governance.

A private monopoly is far worse than a public one. A duopoly will not make any difference. As there is no total deregulation you may as well have government fix prices for the benefit of the nation.

If the status quo is to be kept then price fixing is a must. If proper competition is braught in then no. All we actually have to do is split Telkom up into smaller competing companies. One in every province will do just fine for a start. They are not allowed to gulp eachother down or buy shares in one another. They HAVE to compete to the death if need be. And by law there should never be less than four competitors in the market. If that happens government simply splits it all down the middle again.
