PowerBI is probably the best/cheapest thing out of the box.I'm no expert. But the needs between different use cases and databases is usually so different, might be best to create a custom portal.
Maybe something like a Bootstrap Admin Panel and then a Dev doing the rest.
But it is not cheap if you get a good and experienced developer.

The 'as a service' offering deals with all the user access and login stuff via the PowerBI portal, you can assign users to workspaces, etc. and the software itself can satisfy both standard reports as well as self-service. If your users have Office 365 then they already have licenses. Desktop software is free (nothing is free - there are costs that you cannot avoid, eventually.)
That addresses front-end requirements pretty comprehensively though, but I'm still very concerned with what goes into these reports, data management really is a whole thing... add to that that a major drawback is that South African businesspeople are still iffy about sensitive information in the cloud and I see some challenges for OP with this one.
JFC, if people knew I was singing the praises of PowerBI online I'd be drawn and quartered.
