Absolutely retarded... even to think of attempting to have different lockdowns at a subdistrict level... are they going to try have roadblocks at all 100+ roads between different areas within a city?

This is the ANC, to think that having levels for districts is a good idea is retarded in the first place, because thats not how you fight the virus, also it coincedentally happens to be the higher populated areas? The ANC is real life imitating art. This is the adult version of Lord of the Flies and I take the word "adult" with a bag of salt. This is closer to adult bodies with the minds of toddlers running the show.

Most of the article is boring and retarded, but there is one ironic statement:

There are cluster outbreaks everywhere. Either:
1. You aren't testing properly.
2. You think this is somehow new.
3. You forgot about the KZN hospitals, the EC prisons, the Bloemfontein religious gathering.

Maybe he was just dumbing it down, and the journalist quoted him verbatim. Or maybe he is just tired and confused, and forgot his script...
