I've been having this problem all day, it didn't happen the days before, only today! They say that the UMC is having slow speed and cannot fix it, so it got escalated.

My latency was fine last night again after 12 pm and up until 1pm now it's been fine now it's 1500 again.

Get a trial account from one of the other ISPs, it really doesn't look like congestion at all. And very good latency actually, currently only managing 240ms and so I will most probably be leaving Afrihost.
 
Change your Wi-Fi password, maybe when the person stealing your internet comes home you are home as well.
