Can you limit a computer or another application remotely [i.e. say I wanted to limit Ultima Online (which my brother plays), could I limit the that by using Net Limiter on my own PC instead of installing it on his PC]

Why would you want to limit UO? It's uses up such a negligible amount of bandwidth :P. I think you should rather be limiting the other 'downloads' ;).
 
Netlimiter tends to use quite a bit of resources. I installed it and one of the applications that it run used 120mb of ram. So I rather not run it unless I REALLY want to limit a download ;)

You would have to install it on the other machine and will then be able to remotely control. Haven't done this as I've never needed to.
 
DU Supercontroller

Try DU Supercontroller
I use it and nobody on my network complains when I browse or download while they play games.

This program was designed for XP and would need to be installed on each individual PC.
You could in turn browse the other Computers on the Network with Real VNC to change the settings of DU Supercontroller. I am still using an earlier version with this file extension - vnc-3.3.7-x86_win32.
