I understand that each of the "episodes" are stand-alone products - but if I level a character through Prophecies, can I then use that same character in Factions and Nightfall? Or do I have to start a character from scratch for the PVE content of each release?
 
There are quests that you can take in certain areas in each campaign that allows you to move forward a back as you please. Once you've finished the quest, theres a ship icon on the map that will take you to which ever episode you want.

I have a Ep 2 lvl 20 Necro that i took to Ep 3 & 1 to get all the nice spells..

yeah you play your proph characters in nightfall and factions and visa versa. you will want to create a new character with each chapter though because you will not get as many quests with a character from factions doing nightfall etc as you would with a new built character in that chapter
 
The initial "training" quests one can only do with a character created in that chapter. I guess that is mainly because those quests will simply be too easy for characters that has already been matured in another chapter. So, as binky says, one tend to create at least one character in each chapter eventually to see that first bit of each chapter.

Yes you can use your character in all other chapters provided that you embed the other chapters in your GW account.

actually I have to disagree with the fact that you must start a new char for each storyline just to get more quests...

It's very pointless starting a NF Necro when you already have a Necro from Prophecies why?

1. You won't have any skills and will have to recap all the skills again :(
2. You have to do all the pointless n00b quests in Istan just to reach a certain level and get enough sunspear points to proceed further
3. You lose one character slot from creating two identical characters.
4. You'll have to travel back to prophecies and redo the missions that give your characters the necessary skills otherwise you'll have to PAY for every skill you want to buy and quiet frankly once you reach the 1 platinum mark for a skill it gets rather expensive to buy over 100 skills/sig caps etc.

Yes, all 3 are standalone in the sense that you don't need the previous chapter to play.
The content for each chapter is completely independent.

However, if you bought all 3 versions and you link all 3 access keys on one master account then the 3 chapters are inter-linked and you can travel to any chapter with any character.
(NOTE: You must complete chapter-specific traveling quests, which gives you access to the other chapters. After these missions are done, you can boat-travel to that chapter. You do this by prssing "M" and clicking the boat.)

It is a matter of choice really. None of your points above is an issue for me, albeit creating 2 same classes is a bit dumb and not a very good point.

I for one create new chars in the chapters, especially the chapter specific character classes, just to play it from the beginning and see how the gaming and evolution differs from a lvl20 that you traveled there from another chapter.

IMO it enhances the gaming experience and allows you to enjoy it more. ANet / NCSoft created a great game in each chapter, so it serves in enjoying the chapter by starting from the beginning.
 
Yes, I do not think anybody suggested creating the same class in each chapter. I meant a new class one has not played before for a new chapter.
