Can someone tell me when peak and off-peak times start & end ?

Yes indeed - from Friday 8 p.m. to Monday 8 a.m!

7am to 8pm is standard offpeak, durign the week. on weekends&public holidays its the whole day.

and now with Wow wow packages theres up to a 50% saving during 5pm-9pm Mon-Friday.
