Cops cleard of assualt on prostitute

The commissioner said they had been told that the investigating docket on the matter was returned by the Director for Public Prosecutions who declined to prosecute anyone.

I don't see any mention of why the docket was returned. Probably due to the usual "lack of evidence" which colleagues failed to find... strange that.
