Restricted to one ISP

Can i be restricted to the use of one ISP? Let's say company A has installed the fibre infrastructure. Company A is also the ISP. I want to use company B for fibre but company A wont allow it. Can company A do that?

Metrofibre? Of so it's only for 3months.

Sounds like Metrofibre or SADV complexes where agreements has been signed with HOA. In that case yes they can. Usually something like 3 or 6 months then they allow you to change unless the HOA signed something nasty.
