Steam Authentication

Is there anyway to get steam to authenticate against a local server? Does a local server for steam authentication even exist? Its quite annoying not being able to play on local servers when capped.

I'd also like to know! Trying to connect to steam is impossible when capped. I have to use GPRS! And still then sometimes I cant join games!

I heard rumours there was an SGS Steam content server but:

A) I'm not sure about that
B) Won't be up since the hack of the SGS homepage
