In our area, with the roadworks we faced for more almost 10 years, the problem was so serious that Telkom sent their own personnel in to sort out the cable. What they found was such a mess undertaking by the "contractor" that the only way to fix it was with a new tie cable. But that mean many of us were severely inconvenienced while all of this was being completed.
What we now have is a completely against TI non-standard way of providing a connection, between the SDC and the cable behind our block of houses. A special project will have to be planned to fix it as a result. So while our services have been restored in the short term, Another project will be required to get the install back to the correct way.
In my day what transpired here would have led to disciplinary action right up the line from the wayward technician to his supervisor and even to the planning office involved. But with a contractor involved and no clear "line of command" anymore, all that will happen is the matter will be swept under the carpet.
