Making prostitution legal will make it far less attractive to traffic in slaves. The benefits of being 'legal', i.e. having an honest profit margin without worries of getting caught by the police outweigh the risks of remaining under the radar in all but a handful of cases.

And those pimps should be treated far more harshly than being fined a mere R10 000, unless it's per hooker. I have the feeling they place ads in newspapers for mail-order brides and so forth in order to entice victims to travel to SA.
