I'm sharing my iBurst through a router to my sister and her guy...

But uhm, he has an ANNOYING habit of burning a 4GB hole in my 3GB cap...

Is there any way I can control this... maybe with "adjusted" firmware for the router?

depends on the router, although in most cases not possible

as far as I know some routers have upgradable firmware as well as there is an open source firmware compatible with them, so you can either modify it yourself (if you can program in C), or maybe somebody else have done it already

you can do it if you use a linux box for routing

There are loads of ways of doing it, but you need to set up a computer as the internet gateway.

The cheapest option is probably to tell him that if he does it again, it is chop.

And get one of those bandwidth monitor programs to track how much you use, so that you can tell him approximately how much he is using, by subtracting your usage, in case he wants to argue.

Another way of doing it is by using IpCop or Smoothwall to keep track of the usage, and you can also make use of Dansguardian to block certain types of downloads.

You'll need to sacrifice a PC, tho, Smoothwall (as well as IpCop) is a dedicated firewall - but luckily it requires no more than a Pentium2 266MHz with 64Mb RAM.

There is no way you can limit him to an amount. Only way you could do it, would be to monitor the downloads and cut him off after so many gig's (your own hard capp) Or just tell him if it happens again, he'll need to pay for the Extra gig's. DU meter would be a good U-tel.

If you set up a gateway, then there's allegrosoft which will do the job. I use an old pentium 120 as a gateway and it copes quite happily.
