My buddy has the same problem here with the Tecno Pop 2X Air (Tecno RB6S)... does not take Cell C. I don't know about other networks though.

If it works with at least one other network SIM, (I'd try Vodacom or MTN ad there are no Telkom or Virgin Mobile Locked devices that I'm aware of) then the IMEI is likely blacklisted.

Is your buddy the first owner of the device? If not it may have been blacklisted due to an insurance claim against it.
