VOIP charges

They don't keep records of data records of anyone surfing, so they won't be able to back bill anyone.

They are implementing means and ways to bill and block different services but still trying to get it off the ground.

ECT Act is in place for this very reason.

But, there is no guarantee you will be charged or you won't be charged. But basically they are trying to scare customers not to use Voip, but this might just work against them: they might just scare off their customers to the opposition network;)

Don't beg, Buddy... Go try and find one 1MB of data that you have downloaded from them. They will have tools in place to capture your data if needed or requested but definitely not permanently capturing everyone's data 24/7/365. Do some calculations and estimate how much storage space it will take.
