Website Speed/Loading Test

Google PageSpeed or YSlow. If you want to throttle your connection or simulate different conditions, use something like netem.

I use http://loadimpact.com/page-analyzer to test page load times.

Although it does not test for line connection speeds, It gives you a good analysis of page load times and the load times for page components.

I usually try for sub 5second page loads.

PageSpeed and YSlow runs locally in your browser add-on and doesn't rely on a US/UK based server hosting it to do the test. They also happen to have online-based tests too, like Pingdom has.
 
sorry AcidRazor, I might have used the wrong words. I'm looking for something to test page speeds, from a server like pingdom does - since ADSL / 3G / etc all differ and it would be good to see how a website loads from a decent connection like a data center.

Ah I see. Well do what I do :) Load those addons on a Windows VPS hosted locally somewhere and let it go :p

Otherwise, what you could do is try and get in touch with Google or Pingdom to see what it'll take for you to get a local point of presence for these tests going

I didn't think of that..... Let's see what they say. I'm sure a local POP could benefit them as well
