What is IPC and how does it work?

Thread necro! (blame the CW thread for that...)

How was that for a prediction ??! :D
Last month Telkom offered to double all ISP's IPC capacity for 15% extra on their current cost.
(eg. R100 for x and now R115 for 2x)
Will it be a permanent offer or is it limited to when spare IPC is available?
If it is permanent then it would be wonderful news for end-users. :)

ps. Does anybody have a better IPC flowcharts than the ones posted in this article? I would really like to see one that include providers that do not make use of IPC.

Why can I get 100Mbps cheaper via any ISP?
Your ISP do not allocate 100Mbps to you. They give you access to it but their bandwidth is split amongst all their customers.
It is assumed that not every customer will be online at the same time.
This makes it possible for ISP's to sell bandwidth at a lower rate. :)
