What is wrong??

Am I an idiot again or what is going on?
When I type a post and I am trying to use bullets it give me "

" and when I am trying to use numbering it gives me"

" and when I am trying to insert a smiley it also gives me strange responses. Has it something to do with my settings or is it suppose to work like that?
