Where are the voice/Data combo contracts?

I'm missing a contract combo in the market place.

One can have a voice contract with data add-ons.

But there are no voice/data combo contracts with nicer data orientated subsidised cellphones than for a pure voice contract.

Who of the Triad is going to be first?
