Who do I beg/pay to resolve this?

Phone them everyday and request a credit for the hours. Some persistance is key here cause someone is going to get pissed off having to credit the account everyday.

I believe it's part of Telkoms policy to refund you for downtime as they do this automatically if they are aware of big issues and downtime as a result.
 
High first hop normally indicated congestion at your exchange.

... or a faulty piece of cable/equipment between your telephone jack and the DSLAM.
