Why don't Telkom install their own SAT cable?

I have interesting maps of the pacific and atlantic cable systems, just don't know how to host them for you guys to see. Any of you want me to mail them to you to host?(are 600k and 400k) they show that it does not really matter how deep water is and you can see SAT-3

Looks bad for us though ..but then again there's not that many of us online at any given time like 200 000 or what? There must be so much spare bandwidth its incomprehensible that we have cap's!
