The cell phone companies all realised that carrying over unused minutes on a month to month basis is a great way of creating cutomer satisfaction while not affecting them adversely.
I think that it would do the same for adsl users as it would allow a small control over the bandwith budget, without affecting Telkom to any degree. A bit of win-win for everybody.
