Leon, who steps down as Democratic Alliance leader next month, charged that the "numerous conflicts of interest which proliferate in our highest offices are a depressing feature of our public life."
"The steadfast refusal of our government - in spite of lofty protestations to the contrary - to hold officials accountable to the highest standards of ethical governance, has become a monotonous feature in our daily lives.
"Examples abound: while SABC board members robustly proclaim their independence from government, several in fact have snug connections with the ruling party, like Christine Qunta, Eddie Funde, Thami Mazwai and SABC CEO Dali Mpofu.
"Cecil Msomi, who sits not only on the board but on various SABC sub-committees, including news, happens also to be chief communications director for (ruling African National Congress) KwaZulu-Natal Premier Sbu Ndebele.
Astonishingly, he failed to disclose lucrative business contracts with the ANC when interviewed by parliament for his position on the board," said Leon.
Then there was "the recent imbroglio" at the Land Bank, which came under severe strain after granting an R800m loan to Pamodzi Investment Holdings, he noted.
