I would not advise anyone to participate. For a number of reasons.
A web designer and developer is someone who listens to the clients problem and works with the client to find the best solution. Sites that host these competitions allow for the client to upload their needs but the client never really connects with the designer. This however is just a minor problem in the long list of problems with sites like 99designs and others.
The main problem is that no designer is going to spend time to perhaps get paid. What will also start happening is that the bigger companies with more experience would stand a better chance of winning. This simply makes the rich richer and effectively cuts out the smaller guys. To top this all off sites that host these competition make sure they get their 10-20% cut for doing nothing.
If you do still go ahead and make this site I strongly suggest nobody uses it. You degrading the design community and creating a bad design market.
Let everyone promote themselves and find their own clients. With that being said here is my portfolio

No. These competitions are just a cheap way for them to get free mock-ups of designs they'd otherwise have to pay for. It's similar to going to a design institute and doing a "competition" for the new company logo or whatever. They choose from the best. Make alterations and the designer gets to say "I designed company xyz's logo" All fo' free or minimal expenses to the company. For some strange reason South Africa thinks it's okay to exploit people (especially in IT) for as much as they can get by paying as little as possible. And since there's quite some competition in this field sometimes (filled with a bunch of nice-guys...well...at least in the beginning), they find it quite easy to do and just move on when said IT person starts charging them for the actual time (most of the time agreed upon beforehand)
ANYWAY, on to some positive feedback:
I'd agree with many out there. I'd most probably use a website where people bid on projects put up by companies wishing to outsource their stuff but use local people. So an odesk.com type site would definitely come in handy.
