Interconnect deadline extended

The Independent Communications Authority of South Africa (ICASA) today announced that it has received requests for an extension of time in providing written submissions to the draft call termination regulations as published in Government Gazette No. 33121 on the 16th of April 2010.

“The Authority has reviewed these requests, and in the interests of ensuring a fair and transparent public consultation process, has agreed to extend the date for written submissions to the 18th of June 2010, with public hearings to be held from the 28th to the 30th of June 2010,” ICASA said in a press statement.

ICASA said that a formal notification will be made in the Government Gazette on the 12th of May 2010.  “The Authority would like to make it clear that there will be no further extension with regard to this process,” said ICASA.

In its draft call termination regulations ICASA proposed the following pricing guidelines:

  1. Mobile termination rates are proposed to be reduced to R 0.65 from July 2010 and further reduced to R 0.40 from July 2012.
  2. Fixed termination rates are proposed to be reduced to R 0.15 from July 2010 and further reduced to R 0.10 from July 2010.

This equates to significant price reductions from the current 89c per minute for peak mobile call termination and 77c for off-peak mobile call termination.
